I read the thinking behind that was to allow you to pause or whatever quickly without having to turn the controller back on. the inactivity after 10 minutes thing doesn't work during video playback, or so I read. it works even then, just has this nasty menu. The battery life of the controller issue your experiencing may be rectifiable, you'll have to pull the casing apart, probably just one side as is with the ds3 and ds4 controllers, but depending on the type of battery it's got you might be able to replace it with a slightly larger mAh cell of the same type.
